2025 Assessment Appeal

You, the property owner, are the final step in the assessment process. Your feedback is important.

An appeal should be made if you can’t sell your property for the assessment amount. If you can sell your property for at least the assessment amount then an appeal is NOT warranted.

Appeals may be made in person at the PVA office, on the phone or using the online appeal form. All appeals require documentation.

The Department of Revenue “Tax Appeal Manual” details the official process of appealing an assessment.

Assessment notices will be mailed by April 24. Each assessment notice will include basic land and structure values. At the top of each assessment notice is a QR code allowing you to lookup your property record on our Qpublic website. We ask that you review this information to ensure it’s correct. If this information is NOT correct the assessment may NOT be correct. If the size of the structure is NOT correct please contact us before appealing.

There are two types of appeals as described below. Either appeal can be completed in person, on the phone or online. Documentation is required for all appeals. If documentation is NOT provided the appeal will be denied. This will help us get through the appeal process faster.

  • Appeal Based on Value – This type of appeal is generally considered for properties in good condition. With this appeal, you believe your assessment is wrong and you are able to prove it by providing recent sales from your neighborhood. If you have an appraisal that is less than two years old you can email it to Bill.Dunn@ky.gov and skip the appeal process.
  • Condition Based Appeal – This type of appeal is for properties that have a significant number of outdated items or need significant repairs that lower the value of the property. With this appeal you will make a list of the outdated items and take photos to include with your appeal.

What is “documentation”? If someone is appealing their assessment based on the value, proper documentation is recent sales from the neighborhood that indicate the assessment is incorrect. If the appeal is based on condition proper documentation is a list of needed repairs or outdated items and photos of each.
